What is the North Lāhainā Bypass Extension?
The North Lāhainā Bypass Extension project will assess extending the existing Lāhainā Bypass northward from Keawe Street in Lāhainā to create a continuous bypass of Lāhainā and Kaʻanapali. The Hawaiʻi Department of Transportation (HDOT) and Federal Highway Administration (FHWA) are leading the project with Maui County and US Department of Housing and Urban Development (HUD), and the project is funded through the Maui wildfire recovery federal funding, supplemented by other federal and state funds.
What is Early Environmental Scoping?
Currently, the project is in “early scoping,” where the potential project study area is being studied for existing natural and community environment conditions, The need for the project is being refined, and potential location and concepts for the bypass are being assessed. This information will assist HDOT and FHWA in determining what level of environmental review will be required for the state and federal environmental reviews that will begin after early scoping is complete.
